This study، entitled “The Rulings Governing the Relationship Between Muslims and Others in Holy Qur’an and Its Guidelines”، addresses a fundamental question: Is the original nature of the relationship between Muslims and others one of peace or war? It seeks to examine how Qur’anic texts that call for jihad and sternness toward disbelievers can be reconciled with the premise that peace is the default position، and how the verses that urge kindness and justice toward non-Muslims can be understood if war is presumed to be the foundational state. The study also explores whether this relationship is absolute or conditional، and investigates Qur’an’s stance on normalization with the Zionist entity in the contemporary era.
The research adopts multiple methodological approaches—namely، inductive، analytical، and inferential—in order to derive a sound Islamic legal framework based on Qur’anic texts that defines and regulates the Muslim’s relationship with others.
The study concludes with several key findings، most notably: the correct Islamic legal position is that the relationship between Muslims and others is based on peace with those who seek peace and on war with those who initiate hostility. The accurate interpretation of the verses calling for dialogue and peaceful relations applies to those who do not oppose the Islamic call. Conversely، the verses that call for preparing strength، intimidating the enemy، and engaging in jihad pertain to those who show open hostility toward Muslims and seek to obstruct the Islamic message. The relationship between Muslims and others is not absolute; it is governed by specific guidelines and conditions. Regarding the issue of normalization with the Zionists، the study concludes that it is a contemporary deception aimed at promoting surrender and advancing the ambitions of the Zionist entity and its allies.
