The purpose of this research – “The civil State in Islamic
Ijtihad definition and employment” by researcher Dr. Qaid Haider
Saleh Al -Walidi aims to define and employ the concept of the
civil state in Islamic Ijtihad in the context of contemporary society.
The study examines the definition and employment of the term
"state" in relation to individual and collective relations based on
values, principles, understanding, compromise, and the law. The
research also explores the origin and development of the concept
in Islamic and Western contexts, as well as its construction and
employment in Islamic political thought. The methodology used is
descriptive-inductive-analytical-comparative research. The study
concludes that the civil state is a means for achieving conformity
between people's identity and the requirements of their time, and
that it embodies principles and values such as the circulation of
power, justice of rights and duties, and equality as exemplified in
the prophetic document. The research emphasizes the need to build
and invest in the useful historical and factual heritage of the
Islamic intellectual and political tradition
